Stupid people too. Have you noticed that the dumbest folks tend to be the loudest? Insecure but well meaning people that don’t have a clue how the system works. Insecure, under-educated and self-serving people tend to clog the system with their demands.
Mean people can be dealt with. Crazy-Mean is another story. It’s hard to deal with crazy.
